GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and changes in duties as needed.

The Senior Training Officer performs advanced (senior-level) training work related to the disaster preparedness, recovery, and mitigation educational programs for TDEM. The Senior Training Officer creates, develops, and delivers coursework in professional development, team building, and supervisory skills. The Senior Training Officer coordinates training among the divisions within TDEM, including emergency medical training and certification training. Work involves overseeing the development and evaluation of educational and training programs and providing consultative and technical assistance to agency staff, local education agencies, and/or governmental agencies. May assign and/or supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position reports to the Unit Chief, Enterprise Internal Training and work is performed primarily in TDEM regions 6 or 8.

This position is not a telecommuting position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinates job-specific training among all divisions of TDEM.

  • Assist Section Chief in managing all aspects of the TDEM First Responder Organization to include, protocols, training, and quality assurance tracking

  • Develops, reviews, edits, and evaluates training materials.

  • Observes, evaluates and assesses attendee or trainee behaviors in the training room settings. Provides proactive behavioral support to attendees in the training room and other settings to help them engage in appropriate behaviors.

  • Delivers classroom and individual specialized training.

  • Leads in the implementation of new training programs or systems.

  • Develops online training programs and curriculums. Provides ongoing assessment of training needs and develops appropriate training plans and strategies.

  • Assists in planning, goal setting, developing, and identifying programs to meet the current and future training needs.

  • Maintains training records, program records and databases.

  • Generates monthly reports and compiles statistics on training efforts.

  • Plans, develops, and monitors disaster preparedness, recovery, mitigation, medical and educational programs.

  • Acts as liaison with external stakeholders and internal stakeholders to explain and provide technical assistance or training on agency and program statutory requirements.

  • Conducts surveys, reviews, and/or monitoring activities to determine compliance with program requirements, laws, regulations, policies, and procedures.

  • Collaborates with stakeholders to determine trends and resolves technical problems.

  • Collects, organizes, analyzes, and prepares materials in response to requests for program information and reports.

  • Prepares comprehensive reviews of literature, statutes, rules, and/or policies.

  • Plans, assigns, and supervises the work of others.

  • Reviews and analyzes program functions and operations and prepares reports of findings and recommendations to produce a more effective program and/or address areas of concern.

  • Cultivates and maintains relationships with outside vendors and consultants to develop and schedule customized training experiences.

  • Adheres to applicable laws, statutes, and/or policies related to access, maintenance, and dissemination of confidential and protected information.

  • May coordinate training program schedules.

  • May develop policy and procedure manuals related to training. Provide guidance to program employees in creating and managing emergency management documents.

  • Represents TDEM at meetings, seminars, drills, workshops, briefings, planning, training, exercises, and facilitating as necessary.

  • Interprets, analyzes, reviews, and advises on state and federal regulations, codes, legislation, and rules affecting emergency management, FEMA and TDEM.

  • Ability to travel up to 25%.

  • May participate as a State Operations Center activation team member.

  • Face-to-face and person-to-person interactions are required.

  • Maintains a regular course of attendance during assigned work schedule and work extended hours when needed.

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

  • Education – Bachelor’s degree or any equivalent combination of training and experience.

  • Experience  –  Four (4) years of related experience in adult training or education. Concurrently, Four or more years EMS -related work experience as a Paramedic.

PREFERRED QUALIFICATIONS:

  • Experience in emergency management, adult instruction, curriculum development, technical or policy writing.

  • Bachelor’s degree in emergency management, organizational development, adult education, communications, or a related field.

  • Experience providing EMS Certification and Continuing Education to include medical skills training.

*Additional work experience or the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience. 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of word processing, spreadsheet, and database applications.

  • Knowledge of adult learning theories and adult learning styles.

  • Ability to multitask and work cooperatively with others.

  • Strong verbal and written communication skills.

  • Presentation and facilitation skills. Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

  • Ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

  • Organization skills.

  • Ability to be flexible and able to effectively prioritize in a multi-demand and constantly changing environment; ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.

  • Must possess appropriate levels of proficiency with utilized software (i.e., Microsoft Office Suite, Word, PowerPoint, Teams, Excel, Outlook, agency’s learning management system, etc.) and systems and be able to learn new software/systems.

  • Proficient in medical response and medical procedures in Texas.

  • Ability to instruct medical skills.

  • Ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

  • Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.

  • Ability to communicate with tact and diplomacy.

  • May be required to travel by vehicle, airplane, or other mode of transportation, moderate frequency (25%), in or out of state.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Certification: Licensed or certified paramedic with the Texas Department of State Health Services

  • Certification as an EMS instructor with the Texas Department of State Health Services must be obtained within (12) months from the position's hire date or effective start date.

  • Must maintain Texas Department of State Health Services Paramedic certification and current Letter To Practice from TDEM Medical Director.

  • IS-100, IS-200, IS-700, IS-800 FEMA courses.

  • Complete TDEM Train-the-Trainer and any other training as determined within twelve (12) months from the position's hire date or effective start date.

  • G-141: Instructional Presentation and Evaluation Skills OR G-265: Basic Instructional Skills, or EMI Master Trainer, or Fire Instructor II, OR equivalent.

  • Complete and obtain FEMA’s Professional Development series training certification within eighteen (18) months of the position's hire date or effective start date.
