GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, this status can affect working hours, travel needs and change in duties as needed.  This position supports TDEM’s key initiative to optimize supply and demand channels across our state during varying crises for quick delivery times.  The Supply Planning and Operations Manager will report directly to Chief of TDEM/ Vice Chancellor for Disaster and Emergency Services and will be responsible for the active management and the continued build-out of our end-to-end integrated supply chain capable of delivering results in a fast paced and demanding growth environment.  This role is responsible for strategic sourcing, demand forecasting, capacity planning and management, supply chain planning and execution, capacity provisioning and decommissioning and dispositioning of assets.

Additionally, this role will closely partner with cross-functional teams to foster an environment of knowledge sharing that includes analyzing trends involving products, vendors and stakeholders.  Responsible for the technologies to secure supplies, reduce cost, minimize risks and quickly assess and seize emerging opportunities as they arise.   This position is also responsible for developing strategic procurement strategies that should result in strong relationships with key suppliers and partners to support a continuity of supplies.  Exercise discretion and independent judgement during execution of required data analysis.

This position may operate outside normal working hours on a twelve (12) hour shift during activations of the State Operations Center and may deploy from normal duty station for extended periods in the aftermath of a disaster without relief and may work physically austere or challenging work sites and/or work extended hours, weekends, including overnight. Must have availability for some travel as needed by vehicle or other mode of transportation.  

SALARY RANGE:  

$7,500.00 - $8,333.34 monthly

$90,000.00 -$100,000.08 annually

*Salary is posted at a range. Final pay rate will be based on experience and is to be determined by hiring manager.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Responsible for managing and monitoring the matching of demand forecasts with supply plans, developing replenishment plans, and inventory plans.

  • Responsible for the technologies to secure supplies, reduce cost, minimize risks and quickly assess and seize emerging opportunities as they arise.

  • Responsible for developing strategic procurement strategies that should result in strong relationships with key suppliers and partners to support a continuity of supplies.

  • Responsible for planning, logistics, distribution and inventory controls and global sourcing of needed assets.

  • Maintain a supply chain that is responsive to the agency’s initiatives.

  • Develop and lead high-performing teams within a global, distributed environment.

  • Establish a metrics-driven organization that has delivered a supply chain that meets both the external stakeholders’ needs from product, service, and innovation perspectives, as well as the agency’s business, financial, and strategic goals.

  • Assess supply chain processes in terms of efficiency, accuracy, and data capture that facilitates reports and analytics.

  • Responsible for agile problem solving and strategic vision.

  • Responsible for developing a cohesive team with a focus on talent development.

  • Develop and communicate status updates to Executive Management.

  • Organize and prioritize daily work assignments to meet the goals and objectives of the agency.

  • May assist in shelter management, hazard mitigation, asset tracking, damage assessment and other assignments as necessary in a disaster activation.

  • Ability to travel up to 10%.

  • Position requires face-to-face interaction.

MINIMUM QUALIFICATIONS:

Education Bachelor’s degree in applicable field or equivalent combination of education and experience.

                   

ExperienceFive (5) years of experience with demand or supply planning experience, preferably in a particular industry/product setting like food grocery/perishable setting.

PREFERRED QUALIFICATIONS:

  • MBA/Graduate degree in Supply Chain or Operations Management.

  • Five (5) or more years of experience in supply chain, logistics or manufacturing.

*Additional work experience or the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Must successfully complete the following emergency management courses within twelve (12) months of employment and provide documentation: ICS-100, ICS-200, ICS-700, ICS-800.
