GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. The Senior Training Officer performs advanced (senior-level) training activities related to educational programs for TDEM. The Senior Training Officer independently designs and develops innovative, high-quality online, hybrid, and face-to-face learning content in alignment with instructional design and andragogic best practices. Work involves overseeing the development of digitally enhanced courses that promote student engagement and interactivity with course content, peers, and instructors, resulting in high-quality learning experiences and materials aligned with program objectives. Provides consultive and technical assistance to agency staff, local education agencies, and/or governmental agencies. May assign and/or supervise the work of others. Works under limited supervision, with considerable latitude for initiative and independent judgment. This position reports to the Unit Chief, Enterprise Internal Training, and work is performed primarily in Austin, Texas.

This position is not a telecommuting position.

ESSENTIAL DUTIES AND RESPONSIBLITIES:

  • Obtains, organizes, and develops training procedure manuals, guides, and course materials, such as handouts or visual materials.

  • Applies instructional design theories, principles, best practices, and current trends in teaching and learning to design and develop innovative, high-quality online, hybrid, and face-to-face learning content.

  • Develops, researches, reviews, edits, assesses, and adjusts training materials. Provides ongoing assessment of training needs and develops appropriate training plans and strategies.

  • Evaluates modes of training delivery, such as in-person or virtual, to optimize training effectiveness, training costs, or other impacts.

  • Presents information with various instructional techniques or formats, such as role-playing, simulations, team exercises, group discussions, videos, or lectures.

  • Builds learning content within the TDEM LMS environment.

  • Develops and collaborates on media assets, including video, audio, graphics, and other appropriate media.

  • Monitors progress, anticipates and troubleshoots roadblocks, re-calibrates deliverables and timelines, and communicates frequently with leadership about the progress of all assigned projects. Reports on learning design project progress.

  • Manages and maintains a digital asset library and/or content management system.

  • Provides training on the LMS and other tools associated with digital learning environments.

  • Prioritizes and manages workload and timelines.

  • Provides presentations to large and small groups.

  • Leads the implementation of new training programs or systems.

  • Assists in planning, goal setting, developing, and identifying programs to meet current and future training needs.

  • Generates monthly reports and compiles statistics on training efforts. Collects, organizes, analyzes, and prepares materials in response to requests for program information and reports.

  • Acts as liaison with external stakeholders and internal stakeholders to determine compliance with program requirements, laws, regulations, policies, and procedures.

  • Conducts surveys, reviews, and/or monitoring activities to determine compliance with program requirements, laws, regulations, policies, and procedures. Prepares comprehensive reviews to produce a more effective program and/or address areas of concern.

  • Collaborates with stakeholders to determine trends and resolve technical problems.

  • Cultivates and maintains relationships with outside vendors and consultants to develop and schedule customized training experiences.

  • Adheres to applicable laws, statutes, and/or policies related to access, maintenance, and dissimilation of confidential and protected information.

  • May coordinate training program schedules.

  • May facilitate training classes, workshops, and meetings with internal and external stakeholders.

  • May develop policy and procedure manuals related to training.

  • Represents TDEM at meetings, seminars, drills, workshops, briefings, planning, training, and exercises; facilitating when necessary.

  • Interprets, analyzes, reviews, and advises on state and federal regulations, codes, legislation, and rules affecting emergency management, FEMA, and TDEM.

  • Ability to travel up to 25%.

  • May participate as a State Operations Center activation team member.

  • Supervises, guides, and coaches others in achieving the essential job functions listed herein.

  • Face-to-face and person-to-person interactions are required.

  • Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

  • Education – Bachelor’s degree, or any equivalent combination of training and experience in instructional design.

  • Experience – Four (4) years of related experience in adult learning, training, and development, emphasizing online education.

PREFERRED QUALIFICATIONS:

  • Experience in instructional design, higher education, emergency management, adult instruction, curriculum development, and/or technical writing with a Learning Management System such as Canvas or Blackboard.

  • Bachelor’s degree in instructional training and design, emergency management, organizational development, adult education, or similar fields.

Substitution Note: Additional work experience of the type described may be substituted in lieu of education on a year-for-year basis, with thirty (30) semester hours equal to one (1) year experience.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of quality design standards such as Quality Matters, OLC Scorecard, or similar rubrics.

  • Understands and maintains up-to-date knowledge of emerging trends in online instruction and tools particularly those related to copyright issues, accessibility, and the use of open educational resources.

  • Knowledge of word processing, spreadsheet, LMS, and database applications.

  • Knowledge of adult learning theories and styles.

  • Excellent written and verbal communication skills.

  • Presentation and facilitation skills. Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

  • Ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

  • Exceptional attention to detail, accuracy, and high-level of organization skill.

  • Ability to be flexible and able to effectively prioritize in a multi-demand and constantly changing environment; ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

  • High level of technological aptitude and ability to utilize software with proficiency, including Microsoft Office Suite, Adobe Creative Suite, authoring software (Articulate), the agency’s LMS, and be able to learn new software/systems quickly.

  • Ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

  • Availability for after-hour, weekend, holiday, overnight, and emergencies is required, to include twelve (12) hour shifts during State Operation Center activations/disaster response with limited relief.

  • May be required to travel by vehicle, airplane, or other mode of transportation, moderate frequency (25%), in or out of state.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • IS-100, IS-200, IS-700, IS-800 FEMA courses.

  • Complete TDEM Train-the-Trainer, and any other training as determined within twelve (12) months from hire date or effective start date in the position.

  • G-141: Instructional Presentation and Evaluation Skills OR G-265: Basic Instructional Skills, or EMI Master Trainer, or Fire Instructor II, OR equivalent.

  • Complete and obtain FEMA’s Professional Development series (PDS) training certification within eighteen (18) months of hire date or effective start date in the position.
